Social and Ecological Change – radical and democratic Perspectives from Asia (India)

Climate change, biodiversity loss, deforestation, degradation of soil and water … the destructive side-effects of a life style based on ever increasing mass consumption are all too obvious. They are threatening the ecological basis of our planet. And yet, not even a majority of humanity is taking part in the “wealth” of this life style.

Radical change is needed to address the fundamentals behind these symptoms. But how can such a radical social and ecological change be achieved that really cares for the well-being of all? What can politics and civil society contribute to bring about such change?

Strengthening the Governance of Conserved Territories in the Peruvian Amazon

Dates: October 14 – 19th, 2018.
Location: Pachacámac, Lima, Peru.

Under the auspices of IUCN and the ICCA Consortium, the “Strengthening Governance of Conserved Territories in the Peruvian Amazon” workshop was held October 14-19, 2018 at the Atinchik retreat in Pachacámac, Lima, Peru. The workshop purpose was to examine the ICCA – territories of life in the Peruvian Amazon region and their role in the national conservation system and to support the maintenance of sustainable lifestyles. Participants included 26 representatives of 13 indigenous peoples (Achuar, Asháninka, Ashéninka, Awajún, Ese Eja, Harakbut, Matsés, Matsigenka, Shipibo-Konibo, Wampís, Yagua, Yánesha and Yine) selected from the principal indigenous organizations in the Peruvian Amazon as persons who have had roles in the management of territorial lands. Additional participants, during the two final days included representatives of the Peruvian protected areas agency SERNANP, experts (EAGL) from the IUCN Green List, and Peruvian NGOs engaged in conservation and indigenous rights.

AGREEMENT, COMMITMENTS AND DEMANDS OF INDIGENOUS PEOPLES

We, the indigenous peoples gathered in the workshop Strengthening the Governance of Conserved Territories in the Peruvian Amazon held from October 14 to 17, 2018 in Pachacamac, Lima, Peru, declare that– after extensive deliberations– we have reached the following agreement, commitments and demands:

  1. We commit to maintaining and strengthening the continuity of our system of conserving our territories and forests according to our world view
  2. We commit to strengthening the effective governance of the protected areas that are in our ancestral territories
  3. We commit to developing a map and platform that include our territories and conserved areas
  4. We commit to establishing an alliance among various forms of indigenous territorial governance to share experiences and develop a common mandate and guidelines to strengthen conserved areas

DEMANDS TO THE PERUVIAN STATE UNDER ILO CONVENTION 169, THE UNITED NATIONS DECLARATION ON THE RIGHTS OF INDIGENOUS PEOPLES AND THE CONVENTION ON BIOLOGICAL DIVERSITY

  1. That the State recognize and guarantee our right as indigenous peoples to govern our integral territories
  2. That the State recognize indigenous peoples as legitimate custodians in the management and conservation of our ancestral territories
  3. That the State provide support for indigenous territorial governance since this is the best strategy for the conservation of nature and biological diversity
  4. That the State highlight the indigenous territorial conservation systems as a contribution to the Latin American Protected Areas Congress that will be held in March 2019

TO THE INTERNATIONAL COMMUNITY
We seek strategic alliances that contribute to the implementation and guarantee of indigenous territorial governance in our territories and conserved areas.

Fortalecimiento de la gobernanza de los territorios conservados en la Amazonía peruana

Bajo el auspicio de UICN y el Consorcio TICCA, el taller “Fortaleciendo la gobernanza de los territorios conservados en la Amazonía peruana” se llevó a cabo los días 14 al 19 de octubre de 2018 at the Atinchik albergue, Pachacámac, Lima, Peru. Los objetivos del taller fueron examinar los TICCA – territorios de vida en la región amazónica del Perú y su papel en el sistema nacional de conservación y en el apoyo a mantener medios de vida sostenibles. Participaron 26 representantes de 13 pueblos indígenas (Achuar, Asháninka, Ashéninka, Awajún, Ese Eja, Harakbut, Matsés, Matsigenka, Shipibo-Konibo, Wampís, Yagua, Yánesha y Yine) seleccionados de las principales organizaciones indígenas de la Amazonía peruana como personas activas en la gestión de sus territorios. Otros participantes, durante los dos días finales del taller incluyeron representantes de la agencia peruana responsable para la gestión de las áreas naturales protegidas, SERNANP, expertos (EAGL) de la Lista Verde de la UICN, y ONGs peruanas activas en conservación y derechos indígenas.

ACUERDOS, COMPROMISOS Y DEMANDAS DE LOS PPII

Los Pueblos Indígenas reunidos en el taller: FORTALECIENDO LA GOBERNANZA DE LOS TERRITORIOS CONSERVADOS EN LA AMAZONÍA PERUANA reunidos del 14 al 17 de Octubre del 2018 en Pachacamac, Lima, Perú, declaramos:

Luego de deliberar ampliamente alcanzamos los siguientes acuerdos, compromisos y demandas:

1 Los Pueblos indígenas nos comprometemos a mantener y fortalecer la continuidad de nuestro sistema de conservación de los territorios y bosques desde nuestra cosmovisión.

2 Los PPII nos comprometemos a empoderar la gobernanza efectiva de las Áreas Naturales Protegidas que están en nuestros territorios ancestrales.

3 Los PPII nos comprometemos a elaborar un mapa didáctico en una plataforma global dónde aparezcan nuestros territorios y áreas conservadas

4 Establecer una alianza entre las diversas formas de gobernanza territorial indígena para compartir experiencias y elaborar mandatos y directrices comunes para fortalecer las áreas conservadas.

DEMANDAS Y EXIGENCIAS AL ESTADO PERUANO AL AMPARO DEL CONVENIO 169 DE LA OIT, LA DECLARACIÓN DE LAS NACIONES UNIDAS SOBRE LOS DERECHOS DE LOS PUEBLOS INDíGENAS Y LA CONVENCIÓN SOBRE LA DIVERSIDAD BIOLÓGICA

1 Que el Estado nos reconozca y garantice el derecho de los pueblos indígenas a gobernar nuestros territorios integrales

2 Que el Estado nos reconozca a los pueblos indígenas como legítimos protectores en el manejo y conservación de nuestros territorios ancestrales

3 Que el Estado nos brinde apoyo para la gobernanza territorial indígena por ser esta la mejor estrategia para la conservación de la naturaleza y la diversidad biológica

4 Que el estado peruano haga visibles los sistemas de conservación territorial indígena como aporte en el Congreso Latinoamericano de Áreas Naturales Protegidas que se realizará en marzo de 2019.

Pedimos establecer alianzas estratégicas con los Pueblos indígenas que contribuyan a cumplir y garantizar la gobernanza territorial indígena en nuestros territorios y áreas conservadas.
